These are "FL" or some say "7FL" Keyway blanks keys for your various key projects in making keys for these old obsolete locks. Keys are not cut to work any lock. You must copy these as needed. Blanks are six pin blanks. Some Ebay sellers have similar blanks at over $9.00 per blanks for ugly nickel plated ilco blanks that are not actual FL keyway blanks.
