It is indeed a scene of beauty and peace- and the peace has been maintained by United States Marines for 19 years, since the mob murder of President Guillaume led to American intervention. In that time the "world's most pestilential hell-hole"as been policed and self-government fostered from the marine barracks just behind the palace. The population is almost wholly negro.
