My Hoop is welded out of one continuous rolled piece of steel. Other sellers tape their hoops which can hide flaws and extra splices. Putting tape over bare metal is a terrible idea because the sweat from your hands, as well as the air around you, will rust the steel under the tape. The tape will not protect it.
