This is the NEVER ROOT Tool for swine snouts so they can be prevented from digging their way out of pens. Tools is marked W.I. Short Quincy Illinois on the left side of handles. The opposite side is clearly marked at the tool joint NEVER ROOT. The handle on this side reads Patented May 15, 1900.This handle has a spring mounted in center and it is still strong. The tool works like a plier and was used to snip the snout muscles to prevent digging. May have been old veterinarian tool. Neat old collectible. Buyer Pays $10.40 S&H in USA.
