It is the top pearly layer peeled off, not a chip... I was trying to glue it back, but it is like sugar glaze thin and crumbled. Fortunately, that bit kinda merges the base white-ish blue water and should be easily painted with acrylic or water colour to repair if you wish to. The rest is in excellent condition.
