Graduated from the Dnepropetrovsk Art School (1940) and the Kiev Art Institute (1955). Studied with V. I. Kasyan, F. A. Samusev, A. S. Pashchenko, A. F. Sereda. Participant of the Great Patriotic War. Lived in Kyiv. Illustrated and designed books, was engaged in monumental and decorative painting, worked in the field of posters. He distinguished himself as an artist of monumental and decorative art, created thematic panels in the Dnepropetrovsk Hotel in Dnepropetrovsk (1968–1969), on the facade of the secondary school in Dnepropetrovsk (1969), and others. V. G. Yalansky participated in republican (since 1954), foreign (since 1958) and all-Union (since 1959) art exhibitions. He repeatedly took part in poster competitions.
