November 22, 1864. - Reported back favorably, and ordered to be printed. [By Mr. Russell] FIRST PRINTING - Seized during the invasion of Richmond, and stamped "RECORD DIVISION *REBEL ARCHIVES* WAR DEPARTMENT" at the top. There are no boards - it is a 1 page document (BILL) - printed on the front and the back. It is in VERY GOOD Condition. There is some wear and browning. The ink stamp at the top is faded.
