Roosevelt signs at the conclusion with a full signature. The letter is sent by Roosevelt two weeks after having successfully negotiated the Portsmouth Treaty which formally ended the Russo-Japanese war. Roosevelt was instrumental in the negotiations and won the Nobel Peace Prize for his efforts.
