It is addressed to a Hugh L. Cole, Esq. on official Navy Department letterhead. The letter is likely addressed to a Hugh Laing Cole, Born 5/21/38- Died 11/5/98, who was a Major CSA on staff of President Davis during the Civil War. He lived in NY City at this time, and was appointed Assistant Corporation Cousel, and conducted the investigation of the Twee ring on behalf of the city. It was mostly through his efforts that the evidence against Twee was obtained, and he succeeded in having much of the money taken fraudulently from the city returned.The signature is bold and comes with a full signature of Teddy Roosevelt.
